It absolutely can be done but you must use a special technique called a SuperGlaze. A SuperGlaze is designed for salt & pepper hair that is a mixture of white and medium brown or darker. It uses 20 volume developer for full color deposit and can give 1/2 or 1 level of lift depending upon the timing.
